She will tell you the outfit can only be awarded to the most honored members of the guild. Ask her for a "mission" and proceed to join the guild. Your first mission is to deliver 30x Bear Fur. Once you have the furs, ask Elane again for a "mission" and hand them over. Mission 2Further on you have to prove yourself to some more prominent Paladins around Faloria.
